Top US Army Brass Arrives in Kyiv to Push Peace Agenda; European Allies Warn Against \’Capitulation\’ Plan đŸ‡ē🇸

KYIV, UKRAINE — In a major diplomatic signal, US Army Secretary Dan Driscoll arrived in Kyiv this week, leading the most senior American military delegation to visit the capital since President Donald Trump took office. The mission, including Army Chief of Staff Gen Randy George, is officially a \”fact-finding mission to meet Ukrainian officials and discuss efforts to end the war.\”

The visit coincides with widespread leaks of a potential US-Russia peace framework that would force Kyiv to make significant, highly controversial concessions, prompting warnings from European allies.

Reports suggest the unconfirmed 28-point framework, developed by US envoy Steve Witkoff and Russian counterpart Kirill Dmitriev, calls for Ukraine to surrender territory it still controls and drastically reduce its military capacity.

EU foreign policy chief Kaja Kallas warned that for any plan to succeed, it must have the approval of Ukrainians and Europeans.

French Foreign Minister Jean-NoÃĢl Barrot stressed that the Ukrainians \”do not want any form of capitulation.\”

President Zelenskyy has repeatedly ruled out territorial concessions, but an unnamed Ukrainian official told CBS that \”Presidents Zelenskyy and Trump have already agreed to stop the conflict along the existing lines of engagement, and there are agreements on granting security guarantees.\” Ukrainian Defence Minister Denys Shmyhal later posted that talks with Driscoll focused on \”implementing the historic defence agreements reached by President Zelenskyy and President Trump.\”

The high-stakes diplomatic effort also comes as a key advocate for Ukraine within the White House, special envoy Keith Kellogg, confirmed he will leave his post in January. Kellogg, who required Senate approval to remain past a 360-day limit, was viewed as a crucial voice for Kyiv during a time of shifting US policy toward the conflict.

The US delegation will focus on the military situation on the ground, but their visit confirms the Trump administration’s intensified efforts to push for a negotiated settlement, despite the simultaneous and brutal Russian attack on Ternopil that claimed at least 26 civilian lives.
