KUALA LUMPUR : Prime Minister Anwar Ibrahim’s announcement that he will move to limit the premiership to 10 years is more than just a fulfilled campaign promise; it is a direct assault on the political culture that defined Malaysia for half a century.
For decades, Malaysian politics was synonymous with Mahathir Mohamad, whose initial 22-year reign established a “strongman” model of governance. Even his 2018 return at age 92 highlighted the lack of a clear succession framework in the country’s top office. By introducing a hard cap of two terms, Anwar is attempting to ensure that no future leader can cultivate the kind of unchecked influence that characterized the Barisan Nasional era.
The timing of these reforms is significant. With former Prime Minister Najib Razak facing a total of 21 years in prison following his latest 1MDB-related conviction, the Malaysian public’s appetite for accountability is at an all-time high.
Anwar’s proposed Ombudsman and Freedom of Information acts are designed to act as “firewalls.” By opening the Prime Minister’s office to questioning and independent oversight, the legislation aims to make the secret shifting of billions—as seen in the 1MDB scandal—functionally impossible for future administrations.
While Anwar’s Pakatan Harapan coalition has the political will, the legislative path requires significant consensus. Limiting the Prime Minister’s term may require a constitutional amendment, necessitating a two-thirds majority in Parliament.
If successful, Anwar Ibrahim may be remembered not just as the man who finally reached the top office, but as the leader who had the courage to ensure he—and those who follow him—cannot stay there forever.
