MOSCOW, RUSSIA — The emergence of a US-Russia peace plan for Ukraine—reportedly a \”Putin wishlist\” that demands Kyiv surrender territory and drastically limit its military—has placed the man who helped draft it, Kirill Dmitriev, at the centre of an international firestorm. Dmitriev, the 50-year-old CEO of the Russian Direct Investment Fund (RDIF), represents a sophisticated new breed of Kremlin envoy who uses financial diplomacy to navigate the West.

After three days of talks in Miami with US special envoy Steve Witkoff, Dmitriev\’s team has refused to comment on the plan’s proposals. Ukrainian President Volodymyr Zelenskyy, while careful not to reject talks with the US, insists any deal must be a \”dignified peace, with terms that respect our independence, our sovereignty.\”

Dmitriev’s ascent has been marked by a keen eye for commerce and a knack for media. He holds elite degrees from Stanford and Harvard and built his career working for firms like McKinsey and the US-Russia Investment Fund. He was sanctioned by the US Treasury in 2022, which labeled the RDIF a \”slush fund for President Vladimir Putin.\”

Despite this, he remains a fixture in US-Russia backchannel talks, leveraging his relationship with Witkoff. Dmitriev is uniquely comfortable engaging with the US public, praising the current administration’s diplomatic skills while delivering the Russian government\’s narrative in English.

For example, when asked about Russia hitting civilian targets, Dmitriev told CNN’s Jake Tapper: \”I\’m not a military guy… but the position of [the] Russian military is they only hit military targets.\” This statement came days after a kindergarten was bombed in Kharkiv.

Dmitriev’s history reveals a striking conflict of loyalty. Born in Kyiv, friends claim that as a 15-year-old, he took part in pro-democracy protests ahead of the Soviet Union\’s collapse and later used his US education to research privatization in Ukraine. However, his views later shifted toward Moscow, culminating in his 2010 warning that Ukraine would face an \”economic Holodomor\” (a reference to the 1930s famine caused by Stalin’s policies) if it pursued isolation from Russia.

He has been fully integrated into the Kremlin elite since 2011, leveraging his personal connection to Katerina Tikhonova (Putin’s daughter) through his wife, Natalia Popova, to secure influential state roles.

Dmitriev’s willingness to engage directly with the Trump administration has helped end Russia\’s diplomatic isolation in the West. He was crucial in securing the release of an American teacher from a Russian jail, leading Witkoff to call him an \”important interlocutor.\”

Despite these diplomatic wins, his perceived pro-Kremlin stance has drawn sharp criticism and formal action. US Treasury Secretary Scott Bessent publicly labeled him a \”Russian propagandist\” last month. More significantly, Ukraine has now imposed sanctions on Dmitriev for alleged crimes, citing his role in spreading propaganda and attracting investments that aid the war effort.
