Shutdown Crisis: Air Travel Chaos and Economic Threat Force Senate Deal to Avert Negative Growth

The growing economic damage and risk of widespread travel chaos finally compelled the US Senate to act, advancing a measure on Sunday aimed at ending the 40-day government shutdown.

The shutdown has had severe consequences, including delaying food aid, impacting national parks, and causing critical staffing shortages for air traffic controllers. The mounting fear was that the air travel crisis would significantly disrupt the busy Thanksgiving holiday season (which falls on November 27 this year).

Economic Threat and Subsidies Battle
The economic stakes were raised when White House economic adviser Kevin Hassett warned that if the shutdown, particularly the air travel disruption, continued much longer, economic growth could turn negative in the fourth quarter.

The political deadlock centered on the fate of the Affordable Care Act (ACA) enhanced premium tax credits. These subsidies, which have helped 24 million Americans secure health insurance, are due to expire at the end of the year. Health experts estimate that without an extension, Americans shopping for 2026 Obamacare plans face a more than doubling of monthly premiums on average.

The Senate deal to advance the funding bill by a 60-40 vote includes a commitment to vote on extending the credits in December.

The bill, which still requires House and Presidential approval, would immediately provide back pay for all federal workers, including Border Patrol agents and air-traffic controllers. It also temporarily halts President Donald Trump\’s push to downsize the federal workforce, which was expected to see at least 300,000 employees leave by the end of the year.
