PALM BEACH, FL : As President Trump and President Zelenskyy sit down at Mar-a-Lago, the world is watching the “remaining 10%” of a peace deal that could end nearly four years of war. While the broad strokes are agreed upon, the final details represent some of the most complex geopolitical challenges of the century.
To resolve the impasse over the Donbas region, US negotiators have floated the idea of an “Economic Free Zone” in Eastern Ukraine. This “thought-provoking” idea aims to bypass immediate sovereignty disputes by focusing on economic integration, potentially allowing for a cooling-off period under international monitoring.
A unique component of the revised 20-point plan involves Europe’s largest nuclear facility. Kyiv has proposed a joint US-Ukraine enterprise to operate the Zaporizhzhia nuclear power plant. Under this framework:
50% of electricity output would go to Ukraine.
50% would be allocated by the United States to regional partners.
The most robust element of the talks involves security. A package hammered out in Berlin earlier this month offers Ukraine security protocols similar to NATO’s Article 5. Senior US officials described the package as the “platinum standard,” involving deterrence mechanisms and explicit “consequences” for Russia should they violate a peace agreement.
Unlike previous summits, no European leaders are present at Mar-a-Lago. Trump has asserted his dominance over the process, famously telling Politico that Zelenskyy “doesn’t have anything until I approve it.”
While US officials believe they can convince Moscow to accept these terms—including potential Ukrainian membership in the EU—the lack of Russian representation at today’s meeting suggests that the road from a “deal” to a “ceasefire” remains fraught with risk. As one NATO official noted: “There is no low-risk scenario with Trump.”
