MOSCOW :  The death of Lt Gen Fanil Sarvarov on Monday marks a grim milestone for the Russian military establishment. As the third high-profile general to be assassinated in Moscow in less than two years, the car bombing raises urgent questions about the vulnerability of the Kremlin’s top officials in their own backyard.

A Growing List of Targets Sarvarov joins a list of high-ranking casualties in the Russian capital. In April, Gen Yaroslav Moskalik was killed in a similar car bombing. This followed the December 2024 death of Gen Igor Kirillov, who was targeted by a remote-detonated device hidden in a scooter.

While Kyiv maintains a policy of “strategic ambiguity”—neither confirming nor denying involvement in such operations—the sophistication of these attacks suggests a deep penetration of Russian security by intelligence operatives.

Who was Fanil Sarvarov? Sarvarov was not merely a bureaucrat; he was the head of operational training, responsible for the readiness of the Russian Armed Forces. His death removes a veteran commander with deep experience in Chechnya and Syria from the chain of command.

The Kremlin’s Dilemma For Vladimir Putin, the frequency of these attacks in the heart of Moscow is an embarrassing security failure. Despite heightened surveillance and wartime domestic controls, “sabotage groups” appear capable of tracking and targeting senior generals at their homes.

As the Investigative Committee sifts through the wreckage in southern Moscow, the message to the Russian elite is clear: the frontline of the conflict with Ukraine is no longer restricted to the border—it has arrived in the parking lots of Moscow’s suburbs.
