Zelensky Unveils New 20-Point Peace Plan After Florida Talks

KYIV : Ukrainian President Volodymyr Zelensky has detailed a comprehensive 20-point peace framework aimed at ending the nearly four-year conflict with Russia. The plan, refined during marathon negotiations with U.S. and European envoys in Florida, proposes a strategic withdrawal of troops from eastern sectors to be replaced by a demilitarized zone.
Describing the document as the “main framework for ending the war,” President Zelensky emphasized that the proposal includes robust security guarantees from the U.S., NATO, and European allies. These guarantees are designed to trigger a coordinated military response should Russia violate future peace terms.
A central feature of the plan is the potential creation of a “free economic zone” in the Donbas region. Zelensky clarified that while Ukraine remains opposed to unilateral territorial concessions, a demilitarized economic zone—policed by Ukrainian authorities—could serve as a viable compromise.
“There are two options,” Zelensky told reporters. “Either the war continues, or a decision is made regarding these potential economic zones.”
The 20-point plan is a significant revision of an earlier U.S. draft that faced criticism for being overly favorable to Moscow. The updated version insists on Ukrainian administration of any “economic zones” and sets the current front line as the boundary, monitored by international forces to prevent Russian infiltration.
